Dog Licence in Kerala: How to Apply on K-SMART, Documents, Fees and Renewal
November 2026 — Neolokam, Trivandrum
To get a dog licence in Kerala, vaccinate your dog against rabies, then apply to your local body: the Grama Panchayat, municipality or corporation for the area where you live. The licence is renewed every financial year with a fresh rabies certificate, and fees are set locally, so confirm the current amount when you apply. Kerala's local bodies now deliver services through K-SMART, the Local Self Government Department's online platform, which reached corporations and municipalities in 2024 and all panchayats in April 2025. This guide explains the process for Trivandrum (Thiruvananthapuram) and the rest of Kerala, what documents to have ready, what fees have been reported and when, and, because official information is thin, exactly what we could and could not verify as of November 2026.

Who issues a dog licence in Kerala
Pet dog licences in Kerala are issued by local self-government institutions, not by the state Animal Husbandry Department or the police. Which office you deal with depends on your address:
- •Inside Trivandrum city limits: Thiruvananthapuram Corporation.
- •Inside a municipal town such as Attingal, Nedumangad or Neyyattinkara: that municipality.
- •In a village area, such as much of the countryside around Malayinkil and Kattakada: your Grama Panchayat, through its Secretary.
The panchayat rules go back to the Kerala Panchayat Raj (Licensing of Pigs and Dogs) Rules, 1998. In September 2021, after a Kerala High Court direction in a case about a pet dog killed in Thiruvananthapuram, the state government told all local bodies to make licences mandatory for keeping dogs and cats at home, according to Kerala Kaumudi. The same report said Thiruvananthapuram Corporation's draft rules required a rabies shot before registration.
Where K-SMART fits in
K-SMART (Kerala Solution for Managing Administrative Reformation and Transformation) is the Local Self Government Department's platform for citizen services. It went live in corporations and municipalities in January 2024, and on 10 April 2025 it was extended to all 941 Grama Panchayats, 152 Block Panchayats and 14 District Panchayats, as Metro Vaartha reported.
The Local Self Government Department's own K-SMART page lists a Business Facilitation module covering 'all licenses including pet license', and says citizens can apply without visiting the office, get an acknowledgement to track the file, and receive updates by SMS and WhatsApp. The portal is at ksmart.lsgkerala.gov.in and there is a mobile app for Android and iOS.
Several Kerala how-to guides and video walkthroughs describe a K-SMART service called 'Application for licence of Pigs/Dogs'. We could not open the live service list ourselves, so check the exact service name once you are signed in.
Step by step: applying for a dog licence
1. Get the rabies vaccine. Take your dog to your private vet or a government veterinary hospital and ask for a rabies vaccination certificate signed and stamped by the vet. A 2022 Manorama report said government veterinary hospitals provided the vaccine and certificate for Rs 30 at the time. 2. Check which local body you fall under, using your property tax receipt or ration card address. 3. Sign in to K-SMART on the web or the app and search for the dog or pet licence service, or ask at the local body's front office if you prefer to apply in person. 4. Fill in your details and the dog's details: name, breed, colour, sex and age. 5. Upload the rabies certificate and any other documents the form asks for. 6. Pay the fee shown, and save the acknowledgement number. K-SMART has a public file-tracking page where you can follow the application. 7. Download or collect the licence, then keep a copy with your dog's vaccination card and a photo on your phone.
If you have just brought home a puppy, ask your vet when the first rabies dose is due (usually around 3 months of age) and apply once you have the certificate.
Documents to have ready
- •Rabies vaccination certificate from a registered veterinarian, with the vaccine name, date and the vet's signature or stamp.
- •Your identity and address proof.
- •Your dog's details: name, breed or 'Indian/indie', colour, sex, age or date of birth, and any identification marks.
- •A clear photo of your dog, in case the form asks for one.
- •The previous licence number, if you are renewing.
Forms differ between local bodies, so the safest approach is to scan or photograph everything before you start. If your dog's vaccination card is faded or incomplete, our puppy vaccination schedule guide explains what a complete card should show.
Fees: what has been reported, and when
There is no single statewide fee we could confirm. What reputable sources have reported:
- •Panchayat rules: Manorama Karshakasree reported in September 2022 that the 1998 rules set the fee at Rs 10, with a Rs 5 court-fee stamp on the application, and that some panchayats, municipalities and corporations were charging Rs 100 to Rs 500 instead.
- •Thiruvananthapuram Corporation: Kerala Kaumudi reported in September 2021 that the corporation's fee was Rs 125, that each local body can fix its own fee, and that rates would change with new rules.
- •State plans: Onmanorama reported in July 2025 that pet owners would pay Rs 50 for vaccination and licensing under the state's stray-dog and rabies measures, with an extra charge for microchipping.
These figures are from 2021 to 2025 and may have changed. The amount K-SMART or your local body office shows at the time of application is the one that applies.
Renewal, microchips and other rules
- •Renewal: the licence runs for the financial year and must be renewed after 31 March. The 2022 Manorama report said the dog needs a fresh rabies vaccination before renewal, so it helps to time your dog's rabies booster before the renewal is due.
- •Microchipping: Thiruvananthapuram Corporation's 2021 draft rules proposed microchips for licensed dogs, and Onmanorama reported in July 2025 that the state planned to microchip licensed pet dogs but that implementation was likely to be delayed. We could not confirm that microchipping is required anywhere in Kerala yet.
- •Number of dogs: the same 2021 draft for Thiruvananthapuram Corporation proposed a limit of 10 dogs per household. Treat that as a proposal unless your local body confirms it.
- •Penalties: the rules allow penalties for keeping an unlicensed dog. We could not find a current official penalty amount, so ask your local body.
Why a licence matters for boarding, travel and everyday life
A licence is your legal proof that the dog is registered to you and vaccinated against rabies. That helps in several situations:
- •Lost dog: a licence number and photo make it easier to prove ownership.
- •Housing: an apartment association or landlord may ask to see it.
- •Travel: trains and airlines ask for vaccination and health papers, and a licence is a useful extra proof of identity and ownership. Our guide to travelling with a dog from Trivandrum covers those papers.
- •Boarding: Neolokam checks vaccination proof, tick prevention and a trial visit before a stay. A licence is not one of those requirements, but keeping it in the same folder means every document is in one place.
If a dog bite happens, a current licence and rabies certificate also make the conversation with doctors and authorities much simpler.
What we could and could not verify (November 2026)
Verified from official or reputable news sources:
- •K-SMART covers corporations, municipalities (since 2024) and all panchayats (since April 2025), and the LSGD lists pet licences in its Business Facilitation module.
- •The 2021 state direction to local bodies to make dog and cat licences mandatory, and the rabies certificate requirement.
- •The reported fees above, each with its date and source.
- •Renewal every financial year with a fresh rabies certificate, per the 2022 Manorama report.
Not verified:
- •The exact name and screens of the K-SMART dog licence service, which we could not open.
- •Thiruvananthapuram Corporation's current fee, penalty amounts and processing time.
- •Whether any Kerala local body currently requires a microchip.
If you find something has changed, the local body's front office or the K-SMART helpdesk is the authority, not this article.
Common questions
How do I get a license for my dog in Kerala?
Get your dog vaccinated against rabies and collect the vet's certificate, then apply to your local body: the Grama Panchayat, municipality or corporation where you live. Since 2024 and 2025 these bodies handle citizen services through the K-SMART portal and app, and local guides describe a dog licence service there. You can also ask at the local body's front office. Pay the fee and keep the licence with your dog's records.
Is a dog licence mandatory in Kerala?
Yes, local bodies in Kerala license pet dogs. In September 2021, after a Kerala High Court direction, the state government told all local bodies to make licences mandatory for keeping dogs and cats at home, according to Kerala Kaumudi. Panchayat rules dating from 1998 already required licences. Keeping an unlicensed dog can attract penalties, so check with your local body.
What is the dog licence fee in Thiruvananthapuram Corporation?
We could not find a current official fee. Kerala Kaumudi reported in September 2021 that Thiruvananthapuram Corporation's fee was Rs 125 and that each local body sets its own. A 2022 Manorama report said the 1998 panchayat rules set Rs 10, though many local bodies charged more. Fees change, so confirm the amount shown when you apply on K-SMART or at the corporation office.
How often do I need to renew a dog licence in Kerala?
Every financial year, which ends on 31 March. A 2022 Manorama Karshakasree report on the rules said the licence must be renewed each financial year and that the dog needs a fresh rabies vaccination before renewal. Book your dog's rabies booster ahead of the renewal so the certificate is ready.
Do I need a dog licence to board my dog?
Neolokam's boarding requirements are up-to-date rabies, distemper, parvovirus and leptospirosis vaccination with proof, tick prevention applied within 3 days before arrival, and a trial visit. A licence is not on that list, but it is a legal requirement where you live and useful proof of ownership, so keep a copy with the vaccination card whenever your dog travels or stays away.
Bottom Line
Licensing a dog in Kerala is a short process once the rabies certificate is in hand: apply to your panchayat, municipality or corporation through K-SMART or at the office, pay the locally set fee, and renew every financial year with a fresh rabies vaccination. Keep the licence with your dog's vaccination card so it is ready for travel, housing or a boarding stay. If you are preparing for a first stay at Neolokam, the team can tell you on WhatsApp (+91 77363 90719) which records to bring to the trial visit.
